Building upon the EU energy security strategies pursued since the beginning of the century, within the lecture will be introduced the double logic hereby followed: an external and geopolitical action, on the one hand, and an internal and normative one, on the other hand. While the former was firmly pursued and prioritized between 2003 and 2014/2015 (the Southern Gas Corridor stand as its best manifestation and accomplishment), the latter has been increasingly pursued in the aftermath of the Ukrainian crisis, with a view to “play the geopolitical game through a normative-based action”. Such a normative-based action is precisely founded upon the development of interconnections (that is, critical infrastructure) within the EU, as a tool to limit Russian hold on some European markets.

On 5 June 2020, Center of Excellence in EU Studies will be hosting another webinar conducted by Dr. Carlo Frappi on “Nexus of critical infrastructure development and energy security”.

Dr. Carlo Frappi is Professor of Ca’ Foscari University of Venice, Researcher at the Institute for International Political Studies (ISPI, Milan), and internationally recognized expert in Turkish and South Caucasus, and energy security studies. He is an author of numerous scientific publications.
Historian by training, Dr. Frappi's expertise includes energy security policies and energy competition in the Eurasian area, foreign policy of Turkey and Southern Caucasus Republic with a particular focus on Azerbaijan, security cooperation in the wider Black Sea/Caspian areas. Over the last fifteen years the above mentioned topics have been in the focus of Dr. Frappi in cooperation with think tanks and universities.
Carlo Frappi holds a Ph.D. in European History from University of Rome “La Sapienza” and a M.A. in Political Sciences with specialization in International Politics from the University of Perugia. Moreover, he has been completing a specialization course on “Democratization and Political Affairs” (2004) organized by the Austrian Study Center for Peace and Conflict Resolution and sponsored by Vienna Diplomatic Academy under OSCE patronage. Italian mother-tongue, he speaks fluently English and has a basic working knowledge of Turkish.
